MASEAN RESOLUTIONS

RESOLUTIONS REGARDING THE IMPLICATION OF THE IMPLEMENTATION OF AFTA ON THE PRACTICE OF MEDICINE IN ASEAN COUNTRIES

Resolution 1

That MASEAN recognises the wide differences in medical legislation, professional and technological standards, as well as culture and language among the ASEAN countries; therefore the medical professionals of ASEAN countries are not ready for the full implementation of AFTA with regard to the liberalisation of medical services by the year 2003.

Resolution 2

That members of MASEAN will communicate Resolution 1 to their respective governments as well as work with their respective governments on the stand of this issue within their own countries.

Resolution 3

That MASEAN countries agree to form a working group on this issue which will submit a report by the next mid-term MASEAN Meeting in Myanmar in November 2000. The terms of reference for this working group are to study the implications of AFTA on healthcare and the registration of doctors.

Resolution 4

That once a consensus has been arrived at, through Resolutions 1 to 3, MASEAN should make its representation to and meet the ASEAN Ministerial-level Meeting.

REGISTRATION OF DOCTORS

1) A system for initial registration and subsequent re-certification for fitness to practise needs to be considered. The following are aspects that need to be considered:

a) A valid certificate of practice will be issued by the country of initial registration. If the certificate becomes invalid for whatever reason, it will apply to all countries of ASEAN.

b) A doctor with a valid certificate also needs to obtain a certificate in the country of intended practice with regards to
i) ability to speak and understand the languages in the country of practice,
ii) ability to understand the cultural and social values of the country of intended practice.

c) A common ASEAN system of medical audit be set up based on the principles of good clinical governance

d) A system of re-certification be established in ASEAN.


2) A resolution be passed that MASEAN develop the items 1b), 1c) and 1d). (This has been included as part of the terms of reference in Resolution 3).
